It's true that units in the field should not cost more than units stationed in a city. But they should have SOME food upkeep requirement, as living troops, unlike Constructs, Elementals, and the Undead, need to eat. Perhaps one way to deal with this is that units stationed in a city, whether friendly or conquered, reduce the food surplus of the city they are actually in, whether or not it is in their home city. However, when they are not stationed in a city, they should reduce the food surplus of their home city so to account for them having SOME type of food supply. These changes would reduce the ability to field ridiculously high numbers of troops for those cities which have large Gildar output, but poor food surplus. It would also nerf the Magnar train slave ability to train obscene numbers of troops without any need of support. Even slaves need to eat, but they might perhaps only need half the food requirements of normal trained units. One way to adjust this would be to alter the existing Cook trait, so that armies that have units with that trait reduce the amount of food the army requires by 3 per cook unit, to a minimum of zero.
